Waste Disposal Act (amended 1997 to introduce the 4-in-1 Recycling Program); Resource Recycling Act (2002, amended 2022)
Taiwan's 4-in-1 Recycling Program makes manufacturers and importers of regulated articles pay a recycling fee into a Recycling Fund managed by MOENV, which subsidises licensed collectors and recyclers and pays out under negotiated rates. Taiwan turned from a waste crisis in the 1990s into a country with municipal recycling rates above 55%.
